As a Manager at Article One, Ilse works across all three pillars in delivering actionable insights to clients across a variety of industries. She regularly leads and contributes to human rights impact assessments, including product-specific and in-country supply chain evaluations, in person focus groups with rightsholders, and broader stakeholder engagement efforts. She has also supported clients in assessing the human rights impacts of their climate strategies, with a focus on ensuring a just and equitable transition to a low-carbon future.

Ilse is a graduate of Georgetown University’s Walsh School of Foreign Service with a focus on the intersection of technology and human rights. While completing her degree, Ilse worked as a Policy Fellow at the Global Network Initiative, a multistakeholder organization that protects and advances freedom of expression and privacy rights in the ICT sector. She drafted policy statements, organized roundtables, and supported a grant from the U.S. Department of State to improve meaningful engagement between tech companies and civil society.

She also worked for the U.S. Department of State in the Bureau of European and Eurasian Affairs, the German Marshall Fund, and the Center for Strategic and International Studies. Her research with these organizations spanned many diverse topics, including content regulation, privacy, AI, and transatlantic tech policy. Prior to her graduate studies, Ilse was a senior analyst at a B2B tech startup in Washington, D.C.

Ilse holds an M.S. in Foreign Service from Georgetown University and a B.A. in International Studies from Vassar College. She is proficient in German.
